The Oregon Secretary of State is one of three constitutional offices created at statehood. As an independent constitutional officer, the Secretary of State answers directly and solely to the people of Oregon.

The Secretary of State employs approximately 200 full-time, part-time, and temporary employees. The Secretary oversees the functions of seven program divisions: Archives, Audits, Corporations, Elections, Business Services, Information Systems, and Human Resources.

This position provides an unique opportunity to participate on the Secretary of State’s executive team. This position will establish and maintain a strong communication and community outreach program to inform the public of the Secretary’s responsibilities, goals and achievements. Responsibilities include: Development of communication strategies for delivery of agency culture and business strategy for the Secretary; Develop, implement, evaluate (annually), and update the communication plan; Manage agency brand and reputation ensuring public views the agency favorably; Manage the development, distribution, and maintenance of all print and electronic information including, but not limited to, newsletters, brochures, press releases, fact sheets, guest editorials, legislative testimony, website, and social media; Mentor and lead team members responsible for website administration and coordination (e.g. coordinate webpage maintenance ensuring new and consistent information is posted routinely); Respond to requests for information regarding
Secretary of State policy from other government agencies, interest groups and constituents; Manage media relations and maximize media opportunities (develop and maintain relationships with reporters; evaluate requests for interviews, and serve as designated spokesperson); Advise and evaluate Secretary’s effect in speaking engagements, press conferences and news stories to ensure consistency with mission and goals; Plan and coordinate the Secretary’s statewide public outreach and travel schedule to meet established goals, and ensuring opportunities are fully vetted; Recruitment, hiring, and supervising communications staff (matrixed in program and service areas).
This position works in a fast paced environment under tight deadlines. This position will require frequent travel with the Secretary on trips outside of Salem. The incumbent must act as role model within and outside the Agency, maintaining professional composure and confidentiality at all times.
This position serves at the pleasure of the Secretary.
The successful applicant will possess:
A Bachelor’s Degree in Business or Public Administration, Public Relations, Marketing, Journalism, the Behavioral or Social Sciences, or related degree AND five (5) years of professional level experience in a communications role or public relations; OR;
Eight years experience working in a communications role or experience in public relations; Five of the eight years must have been at the professional level.
Must be confident communicator and presenter with excellent writing/editing, layout and design,professional printing/publishing skills are essential, including ability to present concepts verbally;
Excellent organizational, planning, project management, and time management skills;
Relationship building and teamwork skills essential;
High energy, maturity, and leadership with the ability to serve as a unifying force and to position communication discussions at both strategic and tactical levels;
A sincere commitment to work collaboratively with all constituent groups, agency staff, board members,volunteers, donors, program participants, and other supporters; and Be a self-starter, able to work independently, entrepreneurial, and enjoy creating and implementing new nitiatives.;
